PROBLEM TO BE SOLVED: To provide a liquid crystal optical element which does not cause a failure due to a drawing line region, and to provide a liquid crystal optical module. SOLUTION: The liquid crystal optical element 100 comprises: a first substrate 101; a second substrate 102; a third substrate 103; first liquid crystal 130 held between the first and the second substrates; second liquid crystal 132 held between the second and the third substrates; a first electrode pattern 300 having a first drawing line region 140 in which a drawing line for supplying a voltage to a first refractive index-variable region is arranged; a second electrode pattern having a second drawing line region 142 in which a drawing line for supplying a voltage to a second refractive index-variable region is arranged; and a light-shielding member 200 for performing light-shielding of both of a part driven by the first drawing line region in the first liquid crystal and a part driven by the second drawing line region in the second liquid crystal.
