PROBLEM TO BE SOLVED: To provide only the predetermined amount as cooling water, even when using an amount that exceeds the amount of cooling water stored. SOLUTION: The cooling water in a water storing and cooling part 10, cooled by a coolant of a cooling mechanism receiving water supply from the outside and comprising a circulatory system of the coolant for freezing and refrigeration, is outputted from a water outlet part 30, and immediately before the cooling water in the water storing and cooling part 10 is consumed, the cooling water is produced continuously by a forced cooling part 20 for carrying out forced cooling, and supply can be carried out from the water outlet part 30. In this way, even when an amount exceeding the amount of cooling water stored in the water storing and cooling part 10 is to be used, the cooling water can be used, up to the predetermined amount.
