PROBLEM TO BE SOLVED: To provide a method and an apparatus for measuring a TOC concentration in a liquid which can precisely measure a TOC component even in the case of the liquid including persistent organic components, while making the whole of the apparatus compact and low-cost. SOLUTION: In the apparatus, a sample liquid is brought to flow so as to reciprocate in a reaction tube 2 under a UV irradiation condition, and a conductivity value of the sample liquid before being supplied in the reaction tube 2 and a conductivity value of the sample liquid discharged from the reaction tube 2 after above reciprocating flow are detected by a conductivity detector 8, and then a difference between both conductivity values being detected is calculated, thereby obtaining the TOC concentration in organic components in the sample liquid.
