<p>A filling failure judging device (31) comprises a filling speed measurement means (25) for measuring a filling speed of filling a liquid into a container by one of a plurality of liquid filling means for filling a predetermined weight of liquid into each of a plurality of containers (40), wherein the container filled with the liquid by the filling speed is judged to be a failure of filling in the case where the filling speed measured by the filling speed measurement means is higher than a predetermined value. Due to the foregoing, whether or not the container is sufficiently filled with a liquid can be easily judged without stopping the filling device. Whether or not the container is sufficiently filled with a liquid may be judged by a weight of the container after the completion of filling.
