A PCB(Printed Circuit Board) and a PCB assembly having the same are provided to prevent a malfunction of the PCB assembly and a liquid display device by constraining a disconnection of a wire distribution pattern by a solder ball outputted from a solder cream. A PCB and a PCB assembly having the same includes an insulated substrate(45), a first ground pattern(140), a plurality of patterns(110), a via-hole(130), and a protection film(120). The first ground pattern is formed on an upper plane of the insulated substrate. The plurality of pads are formed on an upper plane of the insulated substrate, and has a ground pad which is connected to the first ground pattern. The via-hole is formed on the insulated substrate to be overlapped with the first ground pattern. A conducting material formed on inside the via-hole is contacted to the first ground pattern. The protection film is formed on an upper plane of the insulated substrate to cover an entrance of the via-hole. A second ground pattern is formed on a bottom plane of the insulated substrate, and is contacted with the conducting material inside the via-hole.
