A manufacturing method and a manufacturing apparatus for loess pap are provided to manufacture loess pap at a low cost and to enable a user to use the loess pap in massaging his/her entire body and to keep his/her skin healthy. A door(11) is hinge-coupled to the front of a tank(10) to inject loess particles(13) into the tank. A steam supply pipe(20) is coupled to one side of the tank to inject steam of high temperature into the tank. A metal net(30) having minute pores is mounted on the inner bottom of the tank to discharge the loess pap that flows along the steam. A discharge pipe(12) is installed on the lower part of the metal net to discharge the loess pap and to store the loess pap in a storing vessel(40). A cover(50) is mounted on the upper part of the tank.
