<P>PROBLEM TO BE SOLVED: To provide a radio link simulator, a program and a method by which transmission delay of a fragment packet can be derived, and the IP packet can be delayed in response to the status of a radio link changing every second. <P>SOLUTION: The radio link simulator has a reception quality table which associates reception quality values of the radio link to be simulated with every hour, and a fragment length table which associates the fragment length of fragment packets transmitted by the radio link with the reception quality values. When the radio link simulator receives a high-order packet, it derives the fragment length from the reception quality value corresponding to the current time and ensures a latency until transmission is completed in the fragment packets of the fragment length to the radio link. Derivation of the fragment length and securement of latency is repeated for all the fragment packets of the high-order packet.
