PROBLEM TO BE SOLVED: To provide a method where the infiltration of water into the accumulated mountain of sintered ores in a raw material yard is suppressed, and also, the effect is maintained over a long period. SOLUTION: An inorganic mixture obtained by mixing inorganic matter particles of mass M<SB>IN</SB>(kg), water of mass M<SB>WA</SB>(kg) and high-early-strength cement of mass M<SB>CE</SB>(kg) so as to satisfy M<SB>WA</SB>/(M<SB>CE</SB>+M<SB>IN</SB>)=80/20 to 50/50 is stacked on the surface of the accumulated mountain, thus an inorganic mixture layer is formed.
