PROBLEM TO BE SOLVED: To provide an actuator capable of achieving further high precision with a relatively simple construction by mechanically configuring a low-pass filter for removing a specific high-frequency component from the moment geneated in the interior. SOLUTION: In an actuator, an external gimbal can be rotationally oscillated about a shaft parallel to a first shaft connected to an outer edge. A drive coil is formed on the external gimbal, and a moment is generated on the external gimbal depending on fluctuations of external magnetic fields and electric currents. In the inner side of the external gimbal is arranged an internal gimbal, which is connected to an inner edge of the external gimbal by a connecting shaft. The connecting shaft extends in the same direction as the first shaft. The internal gimbal can be rotationally oscillated about a shaft parallel to the connecting shaft. In the inner side of the internal gimbal is arranged a mirror, which is connected to an inner edge of the internal gimbal by a second shaft. The second shaft is perpendicular to the connecting shaft.
