PROBLEM TO BE SOLVED: To provide a bellows type mechanical seal capable of preventing bellows from being damaged by a foreign matter mixed into liquid such as alkali washing liquid, preventing a surface of a rotary shaft of a roll from being damaged, and dispensing with a bolt when attaching the seal and to provide an alkali washing device provided with the seal. SOLUTION: This alkali washing device for removing rolling oil adhered to a steel plate after cold rolling is provided with the bellows type mechanical seal provided with a bellows protection member 7 composed of an elastic body in a trough part on an inner side of the bellows 4.
