<p><P>PROBLEM TO BE SOLVED: To provide a step for producing an oxygen scavenger having an improved oxygen absorbing capacity and a step for producing the oxygen scavenger. <P>SOLUTION: This oxygen scavenger absorbs and remove oxygen from an atmosphere and comprises an inorganic oxide having an oxygen defect (for example, cerium oxide, titanium oxide, or zinc oxide) and an additive element for increasing the oxygen absorption amount of the inorganic oxide (yttrium (Y), calcium (Ca), or praseodymium (Pr)) added to the inorganic oxide.
