PROBLEM TO BE SOLVED: To provide a cage for a rolling bearing, and the rolling bearing capable of incorporating rolling elements without damaging the cage, and preventing a raceway surface of a bearing ring from scratch in incorporating. SOLUTION: This cage for the rolling element having pockets 20, 30 to which the rolling elements 6, 8 are inserted from an outside diameter side or an inside diameter side for rotatably retaining the same, comprises a ring-shaped annular portion 14, and a plurality of cylindrical portions 16, 18 axially projecting from both side faces of the annular portion at prescribed intervals and forming the pockets, and openings 21, 31 formed on the outside diameter-side or the inside diameter side of the pockets for inserting the rolling elements from the outside diameter side or the inside diameter side.
