The joining apparatus has a drawing-in mechanism (9) in which the final section (3) of the first web (1) is retained horizontally at the end. The joining device (10) is used in connecting the final section without tension to the initial section (4) of the second web (1). A pre-tensioning mechanism (8) brings the sections into contact by a vertical movement relative to the draw-in mechanism.
