PROBLEM TO BE SOLVED: To precisely determine whether or not an insulating property of an insulating layer is acceptable in a state accompanying occurrence of air bubbles in the insulating layer, by using a simple means without the need for a long working period, in an insulating structure made up by applying a burning process to the insulating layer of an insulator which is composed of an inorganic insulator and disposed on the surface of a substrate made of metal. SOLUTION: The means for evaluating the insulating property of the insulating structure made up by applying the burning process to the insulating layer 2 of the insulator which is composed of the inorganic insulator and disposed on the surface of the substrate 1 made of metal, comprises: a step of previously setting a relation between a state of the air bubbles occurring in the insulating layer during the burning process and a surface color of the insulating layer after the burning process; a step of measuring the surface color of the insulating layer; a step of detecting an air-bubble state corresponding to a measured value of the surface color by contrasting the measured value with relation values of air-bubble states to surface colors; and a step of evaluating the insulating property of the insulating structure based on a detection result of the air-bubble state.
