PROBLEM TO BE SOLVED: To provide a floor heating panel facilitating construction work having improved heating capacity at a low cost. SOLUTION: An upward facing through-hole 2g is formed in a carved groove 2e formed in a ligneous floor material 2, and air is blown from a blower 15 to the carved groove 2e in a state of a flat heater 3 adhered to the back face of the ligneous floor material 2, and the carved groove 2e blocked. Thereby, the floor heating panel 6A is heated by the flat heater 3, and the air in the carved groove 2e heated by the flat heater 3 is blown out as warm air from the upward facing through-hole 2g, and the heating capacity is improved.
