PROBLEM TO BE SOLVED: To provide a water treatment catalytic reactor which prevents a catalyst bed from being poisoned by COD to enable continuous operation. SOLUTION: The water treatment catalytic reactor comprises a catalyst reaction tank 1 which is equipped with the catalyst bed 11a filled with a manganese dioxide catalyst for oxidizing COD in waste water (a) fed into the top to oxidize the COD in the waste water passing through the catalyst bed 11a in presence of ozone c fed upward from the bottom. An ozone reaction zone 12a for bringing the waste water into contact only with the ozone is installed just above the catalyst bed 11a as a pretreatment zone before the catalyst bed 11a to carry out oxidation reaction by bringing residual ozone after being used for catalyst reaction into contact with the waste water (a).
