PROBLEM TO BE SOLVED: To provide a raw material for producing a film by a method different from that of today as a hydrophilic polytetrafluoroethylene film having a special characteristic different from that of films obtainable at present. SOLUTION: The composition is produced by the provided method using a fluorine substituted oligomer- or polymer-like ester containing a reaction product of a fluorine substituted acrylate or methacrylate, an unsaturated acid anhydride, and an alkyl acrylate or alkyl methacrylate.
