PROBLEM TO BE SOLVED: To provide a green compact composed of magnetic powders with heat resistant insulating films, and powder magnetic cores having high specific resistance and low iron loss. SOLUTION: This green compact composed of magnetic powders has an insulating film formed at the surface of alloy powders whose main constituents are iron powders or iron. This green compact also depends on the powder magnetic cores, magnetic powders for obtaining the magnetic cores, and their treatment liquid. As the characteristics of the above powder magnetic cores, density is 7.5 g/cm3or higher, average grain diameter of these magnetic powders is 30 to 200μm, the average thickness of the insulating film is 1 to 700 nm, hysteresis loss Wh1T/400 Hzis 45 W/kg or lower; a specific resistance is 1,000μΩcm or higher, eddy current loss We1T/400 Hzis 510 W/kg or lower, and iron loss W1T/400 Hzis 50 W/kg or lower.
