<p><P>PROBLEM TO BE SOLVED: To provide a thin film solar cell, and a stainless foil coated with a silica-based inorganic polymer film having an uneven surface structure on which there can be formed a rear surface reflecting layer having unevenness to earn an optical path length of the thin film solar cell. <P>SOLUTION: The stainless foil has an insulating film on the surface thereof. The outermost surface of the insulating film chiefly takes siloxane bond including Si-R bond (R is an organic group or hydrogen), and has an uneven surface structure by projections each approximating a part of a sphere having a diameter of≥20 nm and≤10 nm. Further, the stainless foil is an inorganic polymer film where a part of the projection is existent in a 5μm-squared region set arbitrarily.
