<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for realizing improved communication control in communication to which priority base QoS is applied. <P>SOLUTION: A communication processing apparatus (server) for distributing streaming data sets priority lower than priority corresponding to streaming data at the start of data transmission to verify a communication state. For instance, on the basis of comparison between time up to a verification point and time required for reproducing data volume transmitted up to the verification point (S107), a band securing state in data distribution is judged, and when a sufficient band securing state is judged, the priority is changed to the priority corresponding to the streaming data distribution (S108).
