PROBLEM TO BE SOLVED: To provide a manufacturing method and manufacturing apparatus for a fixing roller, by which stable quality free from plastic deformation, such as deflection or crush, is ensured even when the surface of the fixing roller is made smooth by pressing a forming magnetic body roller against a releasing agent coating film formed on the heated and melted surface of the fixing roller decreased in the thickness of its wall and provided with a cylindrical metal core. SOLUTION: The manufacturing apparatus 20 for the fixing roller includes: a magnet roller 5 inserted inside the fixing roller 2; and the forming magnetic body roller 11 composed of a magnetic body, which is pressed against the releasing-agent coating film on the surface of the fixing roller 2. In the manufacturing apparatus 20, the magnet roller 5 is rotatably fixed by the core shaft 6 of the magnet roller 5 to the vicinity of the leading end of a first arm 7 slidable around the core shaft 4 of a core rod 3 disposed parallel to the magnet roller 5. In addition, the forming magnetic body roller 11 is rotatably fixed by the core shaft 12 of the forming magnetic body roller 11 to the vicinity of the leading end of a second arm 16 slidable around pins 15 fixed to the one and the other inner faces of a U-shaped cross-sectional support part 14 moved parallel to the magnet roller 5.
