PROBLEM TO BE SOLVED: To provide an aqueous surface processing agent for a metallic material, and a surface-covered metallic material capable of foming a film excellent in corrosion resistance, formability, chemical resistance and moisture resistance. SOLUTION: The aqueous surface processing agent for a metallic material is obtained by mixing a water dispersible urethane resin (A) having the glass transition temperature exceeding 50°C and the minimum film forming temperature of≤40°C, at least one kind of organic compounds (B) selected among methylol phenol and its condensate, a carbodiimide resin, an epoxy resin, a silane coupling agent, organic phosphonic acids and their partial alkali metal salt/ammonium salt/alkylester, organic phosphinic acids, phosphoric ester of polyol, amine compound, isocyanate compound, aldehyde compound, carbonic acid, amino resin, and urethane pre-polymer protecting isocyanate group by adding alkali metal salt bisulphite to isocyanate group, and a zirconium compound (C) in water.
