PROBLEM TO BE SOLVED: To provide a liquid developer stably dispersed with toner particles of a sufficiently small size, and also, a method for manufacturing the liquid developer capable of efficiently manufacturing such liquid developer. SOLUTION: The method for manufacturing the liquid developer comprises manufacturing the liquid developer dispersed with the toner particles in an insulating liquid. The insulating liquid includes at least the first liquid and the second liquid. The first liquid is lower in interfacial tension than the second liquid. The method has a pulverizing process of pulverizing a toner material mainly composed of a resin material in the first liquid and obtaining a pulverized object dispersion liquid, and a process of mixing the pulverized object dispersion liquid and the second liquid.
