A cosmetic composition for treating atopic skin is provided to remove stimulation of pyroligneous liquor by lowering smell and acidity with inorganic alkalic mineral matters, so that atopic skin-treating effects of pyroligneous liquor are maximized and side effects caused by additional antimicrobial agents or antioxidants are avoid. The cosmetic composition for treating atopic skin comprises (A) 1-30 wt.% of inorganic mineral matter powder having emissivity of 0.9 or more at far infrared ray of 4-20 mum, anion release rate of 3000/cc or more, and diameter of 0.1-20 mum, and (B) 1-20 wt.% of purified pyroligneous liquor, wherein the inorganic mineral matter is kaolinite, montmorillonite, illite, bentonite, titanium dioxide, cordierite, aluminum titanic acid, zirconite, monazite, elvan, pearl powder, jade, zeolite or tourmaline; and the cosmetic composition has pH 4.5-6.5.
