This invention provides a fluorescent lamp comprising a glass tube (1) into which mercury and rare gas have been sealed, a protective film (3) applied on the inner face of the glass tube (1), and a fluorescent substance layer (4) stacked on the protective film (3). The thickness of the protective film (3) is not less than 0.5 µm and not more than 3 µm. The protective film (3) is formed of inorganic particles, and the volume ratio is not less than 0.1 and not more than 0.5. The inorganic particles are preferably at least one of aluminum oxide, silicon dioxide, magnesium oxide, zinc oxide, titanium oxide, cerium oxide, yttrium oxide, and calcium halophosphate.
