A text display device in a portable terminal with a hearing aid function and a method thereof are provided to amplify a voice signal at more than a predetermined level to output the amplified signal when a hearing aid and text display mode is set by a user, and to convert the voice signal into text to display the converted text through a display window, thus a user with hearing difficulty can hear an amplified microphone voice. When a hearing aid and text display mode is set(S10), a microcomputer amplifies a voice signal inputted through a microphone input unit at more than a predetermined level to output the amplified signal(S11). A text converter converts the signal to generate text corresponding to the voice signal, according to detected frequency characteristics of the signal(S12). The microcomputer enables the generated text to be displayed on a screen in predetermined size and thickness through a display(S18).
