An end-to-end QoS(Quality of Service) interoperating device in a heterogeneous network environment and a method thereof are provided to deliver a QoS requirement to a network in order to satisfy various QoS requirements of a multimedia application in the heterogeneous network environment, so that a service corresponding to the delivered requirement can be provided. An NAPI(NSIS(Next Steps In Signaling) API(Application Programming Interface)) block(100) processes an NSIS API according to a request of an upper layer. An NSIS element(110) processes an NSIS protocol stack according to a request of the NAPI block(100). An IP(Internet Protocol) BS(Bearer Service) manager(120) manages an IP BS. A translation block(130) translates parameters of a UMTS(Universal Mobile Telecommunication System) QoS class and a 3GPP(3rd Party Partnership Project)_class element predetermined in an NSIS message, according to a predetermined mapping structure. A memory stores software that includes a UMTS BS manager(140) for managing a UMTS BS. A processor controls the software in connection with the memory.
