PROBLEM TO BE SOLVED: To surely record the contents of programs. SOLUTION: A reservation determination unit 111 determines whether the programs can be recorded by a user oneself based on first information as to a reservation for recording the programs and second information for selecting an apparatus for recording the programs, and a transmission unit 131 transmits third information for requesting the condition of an apparatus corresponding to the second information to the other apparatus when the determination unit 111 determines that the programs can not be recorded by the user oneself. A receiving unit 132 receives fourth information which is transmitted from the other apparatuses to notify the state of the other apparatuses, an apparatus evaluation unit 123 evaluates the priority which indicates the priority order of the other apparatuses that have transmitted the fourth information on the basis of the fourth information, and the transmission unit 131 transmits the first information to the other apparatuses corresponding to the priority, whereby the programs can be surely recorded.
