The device has a tab (10) and an operating unit (9) that do not cooperate and are integrated to a lever-handle (8), and a pivoting unit locking unit with a locking wedge. A spring (11a) of the locking unit applies the locking wedge between two pivoting units (4, 5) for confining a mushroom rail (3) during the closing of a leaf (2). The pivoting units release the rail during the opening of the leaf.
