PROBLEM TO BE SOLVED: To provide a flexibly configured load balancing system in an Active/Standby system which is improved in reliability. SOLUTION: This load balancing system is provided with at least two load balancers to be used as a working machine and a backup machine and an information processing server group as the distribution destination of access from a client. The load balancing system is provided with a load balancer management server for storing access information for performing access to each load balancer, and for transmitting the access information of an available load balancer in response to a request from a client. Also, the load balancer management server mediates fail-over processing as necessary, and makes a stand-by server perform the execution environment construction of the load balancer, and dynamically secures the backup machine.
