PROBLEM TO BE SOLVED: To provide a device and a method for generating mosaic images having the mosaic unit of a triangle, equilateral triangle, rhombus and hexagonal shape or the like in computer images stipulated by a grid-like pixel array. SOLUTION: The integer number of pixels of a base and a height for reducing an error with a true equilateral triangle as much as possible is stored in an image 31 stipulated by a square grid-like pixel array, an equilateral triangle shape mosaic unit 21 based on the value of the integer number is set on the image 31, and the density of each pixel 20 within the equilateral triangle shape mosaic unit 21 is replaced with an average density value in the equilateral triangle shape mosaic unit 21. Also, the mosaic image may be generated by combining two mosaic units having the equilateral triangle shapes to form a rhombic mosaic unit or combining six pieces of them as an equilateral hexagon shape mosaic unit.
