PROBLEM TO BE SOLVED: To inexpensively enhance the accuracy of responsiveness and determination, without modifying the constitution of hardware, concerning a failure determining system and a frozen determining system for determining failures and freeze of an anemometer, respectively, in a device, and to provide a system for measuring a wind direction and a wind speed with the anemometer. SOLUTION: The failure-determining system comprises a period-specifying means for specifying a period above an existing first threshold by the rate of change of the wind direction measured with the anemometer; and a determining means for determining the failure of a wind speed shaft provided with the anemometer, when the length of a specific period, in which the change rate of the wind speed measured with the anemometer continues below an existing second threshold in the period, is an existing threshold or larger.
