PROBLEM TO BE SOLVED: To provide a method of forming a conductive film capable of forming the conductive film low in resistance and superior in inner-face uniformity of film quality at low cost and with superior reproducibility, and to provide the conductive film. SOLUTION: In the method of forming the conductive film, an application film is made by applying an application liquid containing metal oxide particles on a base material, and this application film is made to be the conductive film by irradiating laser light of wavelength of 320 nm or more and 400 nm or less onto this application film.
