PROBLEM TO BE SOLVED: To provide an image determining device capable of specifying an image similar to or identical to a manuscript in a short period of time while maintaining high search accuracy. SOLUTION: The image determining device is comprised of a first acquisition part 20 for acquiring a layer group (A) comprised of a plurality of layers which become original images by synthesizing, a second acquisition part 23 for acquiring a layer group (B) having the same structure as the layer group (A), and a layer comparison part 28 for comparing the layer group (A) and the layer group (B) by same kind of layers, and also for determining a degree of similarity of the layer group (A) and the layer group (B).
