PROBLEM TO BE SOLVED: To provide a technology capable of starting slow reproduction with a high response characteristic. SOLUTION: An I picture and four P pictures to be decoded earlier than all B pictures and a B0picture whose output is first scheduled are given to a decoder 23 previously, and the decoder decodes the pictures above. When slow reproduction is instructed from e.g., the start of reproduction, pictures are given to the decoder and the decoder decodes the received pictures according to a single-speed reproduction sequence, and the decoder writes the decoded pictures to a frame memory. Then the input to the decoder and decoding by the decoder are carried out with respect to each of pictures after a B1picture given to the decoder next to a B0picture according to a 1/2 speed slow reproduction sequence of the decoder 23.
