PROBLEM TO BE SOLVED: To provide a phase modulation system where a DC peak of an intensity spectrum on a Fourier plane is suppressed, a dynamic range is improved, constitution is simplified and manufacturing is simplified in a collinear holographic memory apparatus by a phase correlation multiplex system, and to provide a collinear holographic recording and reproducing apparatus by a phase correlation multiplex system and a manufacturing method of the phase demodulation apparatus.

SOLUTION: A phase modulation part 5S for a signal having a phase mask structure giving phase modulation to signal light and a phase modulation part 5R for reference light having a phase mask structure giving phase modulation to the reference light are arranged flatly as one phase modulation element 5.
