PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having excellent coated surface conditions and less fogging, and an image forming method using the same. SOLUTION: The heat developable photosensitive material has, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder and a non-photosensitive layer, wherein (1)≥50 mass% of the binder is a hydrophilic binder, (2) a ratio of the amount of silver to the amount of the hydrophilic binder in the image forming layer is 0.6-1.4 by mass ratio, and (3)≥70 mass% of a binder in the non-photosensitive layer is a hydrophilic binder.
