PROBLEM TO BE SOLVED: To improve production efficiency and to reduce cost by eliminating the fluctuation of the gap of a roller for proximate electrification arranged proximately to an image carrier. SOLUTION: Provided are the roller for proximate electrification 1 arranged proximately to the image carrier 2 and uniformly electrifying the surface of the image carrier 2, and the image forming apparatus using the same. The roller for proximate electrification 1 is constituted of a roller base material 1b, a level difference member 1d fit in both ends of the roller base material 1b so as to form a level difference, and a conductive member 1c forming a surface layer by covering all over the peripheries of the roller base material 1b and the level difference member 1d.
