<P>PROBLEM TO BE SOLVED: To open a shutter in the state that a head chip at a component taking-out position is stabilized and to perform a suction taking-out operation good. <P>SOLUTION: In a standby state, when a horizontal operation lever moves horizontally forward synchronizing with the operation of a chip automatic mounting device, a transfer lever 70 rotates clockwise against the biasing force of a spring 71 counterclockwise. Then, a shutter operation lever 73 resists the biasing force of a spring 76, and rocks counterclockwise at a pivot 75 as a fulcrum while a cam roller 86 is guided along a cam surface 84 from the state that the cam roller 86 is brought into pressure contact with the upper end of the cam surface 84. Then, since the engaging part 77 of the other end of the shutter operation lever 73 is engaged with the engaging part 79 of the lower end of the side face of the shutter 78, the shutter 78 is guided by the guide pin 83 under the guidance of a guide hole 82 and the shutter 78 moves forwards against the biasing force of a spring 80.
