PROBLEM TO BE SOLVED: To reduce staining property while satisfying uniformity of charging, particularly to provide a conductive member, which has a smooth shape in a part (nip part) where the conductive member comes in contact with a member to be electrified, has moderate surface roughness in a part near the nip part where the member is electrified, and is excellent in compression set. SOLUTION: In the conductive member obtained by stacking at least an elastic resistive layer and a covering layer in this order on a conductive support, the covering layer contains thermoplastic resin microcapsules which communicate with one another.
