PROBLEM TO BE SOLVED: To estimate the voltage being borne by each cell of an electric double-layer capacitor. SOLUTION: Variational characteristics of leakage resistance that depends on the charging record voltage of a capacitor cell are determined (S1). Leakage resistance for each capacitor cell is measured (S2). Based on the measured leakage resistance and the variation characteristics thereof, leakage resistance of each capacitor cell at n hours later is estimated (S3). Based on the ratio of estimated leakage resistance voltage being born by each capacitor cell is estimated (S4). A method for setting/managing the breakdown voltage of an electric double-layer capacitor based on a method for estimating the voltage being born, and an electric double-layer capacitor, having a capacitor cell of such a structure as variation in voltage being born is suppressed based on the method for estimating the voltage being born are also provided.
