A hydrogen formation apparatus (50) having a reformer (1), a modifier (6), a water supplier (3A), a raw material supplier (2A) and a control unit (12), wherein the control unit (12) counts the number of times of the start and/or the stop of the hydrogen formation apparatus (50), and elevates the temperature or the S/C ratio of the reformed gas flowing through the modifier(6) in response to the above number of times of the start and/or stop counted above; a method for operating the above apparatus; and a fuel cell system. The above apparatus allows the supply of the reformed gas having a low content of CO to be maintained for a long period oftime, while corresponding to the lowering of the catalytic activity in the modification reaction, by a high reliable and simple and easy method. |
