<P>PROBLEM TO BE SOLVED: To reduce burden and management cost by omitting unnecessary notices thereby eliminating useless maintenance and repair. <P>SOLUTION: Weighting is performed for every kind of trouble and a trouble rate is calculated by multiplying the weighting factor and the frequency of occurrence.
