PROBLEM TO BE SOLVED: To prevent a steering handle from becoming obstructive at the time of moving a driver's seat and assisting the get-on and get-off of a driver. SOLUTION: In a welfare vehicle driven by the driver with disabled lower limbs, the driver's seat 11 is movable between a normal position at which it faces the steering handle 17 inside the vehicle and a get-on / get-off position at which it facilitates the get-on and get-off of the driver by being projected to the outside of the vehicle and getting close to a road surface. The steering handle 17 can be withdrawn from the normal position to a withdrawn position at which it is sprung up to the front upper part of a vehicle body. Since the steering handle 17 is automatically moved to the withdrawn position when the driver's seat 11 is separated from the normal position to the get-on / get-off position, when the driver gets on and off the vehicle by sitting on the moving driver's seat 11, the driver is prevented from interfering with the steering handle 17 and considering it as obstructive.
