PROBLEM TO BE SOLVED: To provide a target molecule manipulating device and a target molecule manipulating method for effectively utilizing the electromagnetic waves of the ultrahigh frequency of a terahertz band and its vicinity, performing irradiation with the electromagnetic waves which resonate with the natural vibrations of biological molecules and manipulating a biological molecular structure. SOLUTION: The target molecule manipulating device comprises: an electromagnetic wave irradiation means 7a for performing the irradiation with the electromagnetic waves of a frequency equal to the natural frequency of a biological target molecule in the range of 0.01THz-200THz and activating, transforming or destroying the target molecule; an electromagnetic wave generation means 13 for supplying the electromagnetic waves of the frequency to the electromagnetic wave irradiation means 7a; and a manipulated result measurement means 7b for measuring the electromagnetic waves transmitted through the target molecule or the electromagnetic waves reflected from the target molecule and detecting the change state of the target molecule by the irradiation with the electromagnetic waves.
