PROBLEM TO BE SOLVED: To obtain a nitrogen monoxide release promotor. SOLUTION: (1) This nitrogen monoxide release promotor comprises carpronium chloride or its hydrate as an active ingredient. (2) The nitrogen monoxide release promotor from a vascular endothelial cell comprises carpronium chloride or its hydrate as an active ingredient. The carpronium chloride or its hydrate is useful as a nitrogen monoxide release promotor, namely a medicine for diseases enabling prophylaxis and/or treatment by promoting release of nitrogen monoxide from the vascular endothelial cell.
