PROBLEM TO BE SOLVED: To provide a quartz optical waveguide element in which cores having different heights and widths can be highly reproducibly formed conforming to design values and a mode field diameter can be effectively changed. SOLUTION: In a quartz optical waveguide element 1 comprised of a quartz substrate 2, a core 3 formed on the quartz substrate 2 for propagating optical signals and a clad 4 covering the core 3, the core 3 is comprised of a first core 5 which is formed by being buried in one end of the quartz substrate 2 and whose width and height are different in the lengthwise direction of the optical waveguide element 1, and a second core 6 formed from the first core 5 to another end of the quartz substrate 2.
