<P>PROBLEM TO BE SOLVED: To provide a system capable of properly performing processing related to an IC card in occurrence of an event on a life cycle for the IC card or personnel affairs. <P>SOLUTION: In occurrence of each event, proper processing is extracted by use of a definition file 71 of a definition database 112 within an IC card server 11 of the IC card issuing and operation management system 1 shown in the drawing.
