PROBLEM TO BE SOLVED: To create a color proof for reproducing a printed matter with more faithfully by properly adjusting a dot gain.

SOLUTION: A pixel extract section 13 extracts a pixel group corresponding to a circumferential edge part of dots among pixel groups of dot image data for each color plate generated by a dot processing section 12, a random number assignment section 15 assigns one of random number data generated from a random number generating section 14 to pixels of each color plate located at the similar position in two color plates or over in the extracted pixel group and respectively separately assigns random number data generated from the random number generating section 14 to the other pixels with respect to each color plate. A comparison section 17 compares each value of the assigned random number data with a value of output threshold value data for each color plate stored in advance in an output threshold value storage section 16, and a dot image data rewrite section 18 rewrites output numeral data of the pixels to which the random number data are assigned on the basis of a result of the comparison.
