PROBLEM TO BE SOLVED: To excellently perform development by easily washing off a lithographic printing plate after exposure processing. SOLUTION: The lithographic printing plate 12 for forming an image by film removal and dispersion using water or aqueous liquid after exposure is exposed and a flow of water or aqueous liquid is applied reversely to the conveying direction of the lithographic printing plate 12 to peel off a film which is not cured in the exposure processing while leaving a film cured in the exposure processing, thereby forming the image. The water or aqueous liquid which is always fresh is supplied downstream from the lithographic printing plate 12 in its conveyance direction and water or aqueous liquid including peeled and dispersed films is prevented from falling from upstream in the conveyance direction to stay or restick on the surface of a photosensitive layer, thereby excellently performing development.
